Added a workflow that weekly checks for new versions and opens a PR if any is found. Can also be run on demand ofc.
This is an example of how it works in practice: Xilis#4
Currently, this PR will NOT trigger other workflows, due to the default GITHUB_TOKEN being used. This can be changed by using a PAT token instead, more info here.
