This is part of #59075 to reduce size and complexity of the GCP DB guides.
Removed the UI image references (there were ~12 screenshots) where the text is self-explanatory, consolidated from 5 steps to 4 by merging the IAM setup and database user creation into a single step, and trimmed the verbose explanations around service account creation.
Adding the CLI tabs does add some content back, but it replaces the lengthy console-walkthrough prose, so it's a net reduction while being more actionable for power users (roughly 50% of text reduction).
