This pull request updates several configuration files to improve workflow reliability, update ownership, and enhance pre-commit checks. The most significant changes are grouped below:

Workflow and Ownership Updates:

• Changed the code ownership in .github/CODEOWNERS from @grupoboticario/sq-devops-dea-ped to @grupoboticario/devops-chapter to reflect the current responsible team.
• Removed the .github/workflows/dependabot.yaml workflow, which previously automated updates to the Dependabot config file.

Pre-commit and Workflow Improvements:

• Updated .github/workflows/pre-commit.yml to use the new runner ch-tech-iac and upgraded the actions/checkout action from v4 to v5 for better compatibility and reliability.
• Upgraded the pre-commit-terraform hook in .pre-commit-config.yaml from version v1.89.0 to v1.96.1 to include the latest checks and fixes.
• Enhanced pre-commit hooks by adding a skip for the CKV_AWS_382 check and configuring the terraform_trivy hook to exclude .terraform directories and downloaded modules. [1] [2]
