What does this change?

Checks if a Flexible/Special splash card has live updates enabled. If it does, set the supporting content (sublink) alignment to be horizontal.

Why?

Sublinks were set to only displayed horizontally on a Flexible/Special splash card if there were 3 or more sublinks. However, if the card has live updates, we always want sublinks to display horizontally underneath the image as the live updates occupy the vertical left col next to the image.
