What does this change?
The PR guardian/frontend#28534 introduced a Feature Switch for turning off a server side ABC test currently running on DCR, this PR reads the value of the switch - and stops the test changing the page (enhancing blocks) if it is
false.Why?
Allows us to turn test off without a code change.
