Follow steps described in official redmine documentation: http://www.redmine.org/projects/redmine/wiki/Plugins

Go to roles and permissions settings.
Check corresponding permissions
Go to plugin configuration settings. Set the gollum base path.
Go to project settings. Enable Gollum module, set custom git path.
