This PR updates the default cookie cutter template.

  • Ruff replaces black, flake8, and isort as the linters and formatter
  • Remove poetry as the package manager and use pip
  • Updates post gen hook
    • We now create a new virtualenv based on system
    • Install requirements and dev requirements
    • Adds a github workflow for linting
