Hotfix: Delete Pre-work Template - Developers

Fixes none. Hotfix as requested by Bonnie Wolfe.

What changes did you make?

• I deleted the "Pre-work Template - Developers" template (.github/ISSUE_TEMPLATE/pre-work-template--dev.md).

Why did you make the changes (we will use this info to test)?

• The "Pre-work Template - Developers" template was getting confused with the "Skills Issue: Developer" template among new developers joining the team creating their skills issue. By deleting the "Pre-work Template - Developers" template, it won't show up as an issue template option when creating a new issue.

After the PR has been submitted and the resulting GitHub actions/checks have been completed, developers should check the PR for CodeQL alert annotations.

Check the PR's comments. If present on your PR, the CodeQL alert looks similar as shown
