Add Ryan Keller to Website Project pg

• Added Ryan Keller with the role "Merge Team" on the Website Project page, under the last Merge Team person.

Why did you make the changes (we will use this info to test)?

• New Merge Team meber needed to be added to the site.

Hi @mocodesss!

Thanks for working on this issue. I had to ask a team lead about the two QL Code alerts, but it's an easy fix if you have a sec.

Your two checks aren't passing because you wrote:

"Fixes https://..."

instead of

"Fixes # https://..."

So you need to edit your PR by typing "Fixes #" + (no space) + "8398" and the two checks will pass.
