Add daily compression framework for HAMMA trigger data#37

Add Brokkr plugin to compress trigger data files on /media/pi using the hamma.compression module. Features: - Runs during quiet hours only (default 2-5 AM) - Uses hamma.compression for optimized HAMMA 2.0 data compression - Configurable method: 'lossless' (~25%) or 'quantize' (~7-18%) - Preserves directory structure in output - Checks for existing .hmc files to avoid recompression - Optionally deletes originals after successful compression Configuration in main.toml with step and pipeline definitions.
