Create Consul namespaces function - namespacesFunc

Problem

There is currently no way to query the Namespaces endpoint, whereas a function for Partitions already exists. This could be as useful as that one, for example to set up a service discovery workload across an entire enterprise cluster

Solution

Create the namespacesFunc pointing to the list namespaces endpoint with the same exact structure as the partitionsFunc
