Reverts GoogleCloudPlatform/magic-modules#16329, reinstating GoogleCloudPlatform/magic-modules#16322.
This PR was reverted due to the failures it caused in TGC. Those failures will no longer occur due to GoogleCloudPlatform/magic-modules#16332.
