Modifies
findResponsibleCabalFilefunction to addguardAgainstHpackfunction which checks if apackage.yamlfile exists in the same directory as the.cabalfile and handles the response in the cabal plugin.Prevents stack from not more re-generating .cabal file if package.yaml is changed.
