Highlights

• 完成 .sce/specs 全量任务勾选收口，sce status 统计已达到 tasksRemaining=0。
• 升级 scene-capability-engine 到 3.3.14，并同步 sce-upstream-sync 证据链。
• 完成一轮完整治理校验：sce doctor --docs、sce:sync:check、sce status 全部通过。
