Node 24 has been LTS since October 2025, so it seems time to move over to the current LTS

Good call heroku/nodejs is on 24 https://devcenter.heroku.com/articles/nodejs-support cc/@colincasey

The recommendation is still to use both heroku/nodejs and heroku/ruby together (instead of relying on this built-in behavior). I mentioned in another PR, I'm targeting around the 24th for behavior and default changes.

Pulled this commit into #1704 for testing and added a changelog. I'm going to close this and leave that one in draft until ready to merge.
