With these commits some well known licenses (as found in https://github.com/aboutcode-org/license-expression get_spdx_licensing()) are not used. Instead we start from nothing and build up our own data, still using https://github.com/aboutcode-org/license-expression.
This rids failures on "GPL" and most likely many other ambiguous licenses.
