HIP-1193 Support downloading blockstream files from cloud bucket

Description:

This PR adds support of downloading blockstream files from cloud bucket:

• Download blockstream files using canonical path structure and cloud buckets
• Change blockstream file name to the block number as a 19-digit number
• Support zstd compressed files in cloud bucket
• Support discovering network folder of resettable network
