• When portal access updated to ACTIVE status, ensure registered at is set if not provided in the dto
• Refactor to user controller ft, use parameterised test for 403 checks on PUT /user/{id} endpoint

I'm not sure what functionality registered_at is adding on top of created_at and invited_at? As it seems like a misnomer - they may not have actually registered in B2C terms. They have just been activated.
