Fix execution with Transformer Engine

What does this PR do?

Transformer engine's fp8.py is an internal file that was moved to quantization.py in NVIDIA/TransformerEngine#2256. We did maintain backward compatibility for internal imports of TE functions but they need to be import directly instead of using fp8.py as a module.
