removed ipex and ccl per plan, we expect users not using these 2 since v1.10, now we remove the related code.

  • Intel xpu now built-in accelerator in PyTorch and xccl is built-in distributed backend in PyTorch,
  • cpu will go gloo distributed backend rather than ccl any more.

So, we don't need IPEX and torch-ccl plugins anymore.

@SunMarc , pls help review and comment, thx very much.

v1.10, now we remove the related code

Thanks a lot for cleaning this ! Thanks for all your work on IPEX for these past years. This is really nice to see that everything has been upstream to Pytorch directly.
