Thanks a lot for cleaning this ! Thanks for all your work on IPEX for these past years. This is really nice to see that everything has been upstream to Pytorch directly.

removed ipex and ccl per plan, we expect users not using these 2 since v1.10, now we remove the related code.
xcclis built-in distributed backend in PyTorch,gloodistributed backend rather thancclany more.So, we don't need IPEX and torch-ccl plugins anymore.
