[CI] Fix for failing IP Adapter test in Fast GPU PR tests

What does this PR do?

IP Adapter testing is showing a failures when no tests run because the test pattersn extracted from PipelineTesterMixin are not available in any of the IP Adapter tests. This PR

1. Skips applying test patterns for IP Adapter Pipeline tests.
