Currently only has CUDA, this is just to start bootstrapping the `build2cmake` code.
- Only CUDA. - No backend detection. - No extension handling yet, only builds CUDA kernel components. - No Python files copied. - Even the CUDA bits are missing a lot (minver/maxver etc.).
Getting the `relu_cuda` symbol now actually works.
Also rename `build2cmake`generate-torch to `build2cmake `generate`. Keep `generate-torch` as an alias.
Lot of things are still broken, such as the build variant names. Bundle building (since two torch versions map to the same tvm-ffi variant).
