Summary

Adds a CodeQL workflow for Static Application Security Testing (SAST).

• Scans on every push and pull request to main
• Weekly scheduled scan every Monday at 03:25 UTC
• Covers python and javascript languages
• All actions pinned to exact commit SHAs (supply-chain security)
• Follows the same configuration as the apis-service_center sister repos in the hyphae organization
