When not installing the skeleton, Symfony 7.3 is latter installed instead of Symfony 7.2
This reverts commit 9a78c4f.
* phpdoc.sh: use [phpDocumentor 3.8.0](https://github.com/phpDocumentor/phpDocumentor/releases/tag/v3.8.0) * .phpdoc/template: revert duplicate fix #2584 as the issue has been fixed on phpDocumentor side. * Generate PHP API Ref HTML.
