Add ibexa/rector to PHP API Reference 4.6

New entry: enum Ibexa\Contracts\Rector\Sets\IbexaSetList and its parent namespaces

Notice that this package is included by default in 5.0 while optional in 4.6.

TODO:

• IBX-9902: PHP API Ref: Support new PHP features #2709 must be merged into 4.6 branch
• Add Rector to PHP API Ref 4.6: HTML #2714 must be merged into this one first
