Fine-tuning base checkpoint with new tokens added to vocab.json will result in:
size mismatch for gpt.text_embedding.weight
size mismatch for gpt.text_head.weight
size mismatch for gpt.text_head.bias
This PR fixes the issue by adding the new tokens to the state
