RFC 8941 (the current reference for structured fields) has been obsoleted by RFC 9651. This PR updates the reference accordingly and adds the Structured Types column, which is mandated by RFC 9651 for new registrations (see https://www.rfc-editor.org/rfc/rfc9651.html#name-iana-considerations).
