Use php-version-action to derive CI PHP matrix

[Codex]

CI should derive PHP versions from composer.json instead of hardcoding them.

• Dynamic PHP matrix: Added a php-versions job using antfroger/php-version-action@v1 to compute supported PHP versions.
• Tests job matrix: Tests now consume the generated PHP matrix while retaining composer 2 as the toolchain axis.
