[wip] ci: add parmigiana-tests.yml
Note: This PR is WIP while the CI script is tested and refined, which can only be done in Github Actions.
This PR adds a test harness that runs live integration tests against a funded wallet in testnet.
This script requires a funded wallet to fully test and is blocked by ENG-2042
