chore(rust/signed-doc): Modify build_doc_and_publish to build_verify_and_publish

Description

Modified the build_doc_and_publish to not only build and add document to the provider, but also verify it calling the Catalyst Signed Document Validator.
So every document submitted to the provider would be fully checked and valid document.

Fixing the existing tests inside the catalyst-contest crate.
