feat(cat-voices): proposals and voting updates

Description

This PR updates logic for voting on proposals to be in sync with different account roles

Description of Changes

• Single VotingBallotProposalsCountFab which is observing VotingBallotBloc's state
• Removed old VotingListDrawer in favour of it's own route (VotingListRoute)
• Refactored out bottom sheet logic out of drawer into it's own BottomSheetContainer widget.
• Added periodic voting role change into mock service stream.
