[CI] Add ability to rename benchmarking CI run results

• Adds ability to rename results of benchmarking CI runs (as requested by UR team)
• Shortens names of benchmarks, i.e. Commit_xxxxxxx instead of Commit (also as requested)
• Adds sanitization to all text inputs

This PR only concerns CI changes, thus E2E failures are unrelated. Trackers for CI failures:

• Linux failures on HIP: SubGroup/scan.cpp, Reduction/reduction_big_data.cpp, SharedLib/use_with_dlopen_verify_cache.cpp fail in pre-commit on AMD on unrelated change #17194
  • Interesting case: test output says "Test passed" but the test seems to crash last-minute
• Windows failures on Gen12: [CI][Windows][GEN12] Reduction/reduction_nd_lambda.cpp failed #19354
