We met some lit failure complaining remangled-l64-signed_char.libspirv-nvptx64-nvidia-cuda.bc couldn't be found when we ran clang lit tests without building libclc component. In fact, we have put fake remangled-l64-signed_char.libspirv-nvptx64-nvidia-cuda.bc files in test/Driver/Inputs folder to remove the dependency but some tests didn't use these fake files. This PR fix it.
