Problem: - The repository has not kept up with being tested on new toolchains and linting. Solution: - Add clang 19-21, gcc 14. - Make clang 21 the leading version for testing. - Fix linting errors.
Problem: - Files are not correctly formatted to pass the quality checks. Solution: - Format files with clang-format and black.
