  • Adds options to pytest and cleans up usage in workflow
  • Adds initial pre-commit and flake8 config from jupyter_server

Will follow up to add auto formatting and a .git-blame-ignore-revs file

jupyter_client downstream failure will be fixed by jupyter/jupyter_client#757.

ipyparallel downstream failure will be fixed by ipython/ipyparallel#680.
