Update PyTorch and torchvision versions in requirements files

Hi @johnnynunez, thanks for starting this update! Happy to merge your PRs here as well as in the Open3D repo. Just note that:

1. Open3D ML and Open3D pytorch/ tensorflow versions must be in sync.
2. CI must pass on all platforms, not just Linux ARM. (*)

• Except for some CI errors unrelated to the update (e.g. github runner out of disk space).

Please check CI and update as appropriate. I'll chip in occasionally as time permits to get things merged as well.

PS: Here please upgrade to CUDA 12.6 for these versions of pytorch.
