update external dependencies and ExternalProject for compatibility with cmake 4.0

Updates required for building with cmake 4.0

Description

• Update googletest to version 1.16.0
• add CMAKE_POLICY_VERSION_MINIMUM=3.5 for civetweb, libpng, libjpeg-turbo, zlib
• update zeromq and add CMAKE_POLICY_VERSION_MINIMUM=3.5
