This PR adds a dplyr 1.2 update check to the upkeep_checklist() function as part of the 2026 upkeep items.
Changes:
- Added dplyr 1.2 upgrade check to 2026 upkeep section, conditional on dplyr dependency
- Refactored 2026 section condition to only show if either snapshot.dev is disabled OR dplyr is used
- Made snapshot.dev todo conditional on its actual state
- Cleaned up code by extracting local variables and removing unused
uses_ggplot2
