Create plugins.json

if you want your plugin on studio rack, we need a json file of it. hope i got all the info right

The information in the JSON file appears correct to me. The only thing that I might change would be to add the "CLAP" tag along with the other plugin formats.

I'm fine with merging this PR, but would it be possible to provide a little bit more information about how the studiorack registry works, and how they are using this JSON file?
