Cygwin-related improvements

Hey @mkotsur , I'm wondering if it makes more sense to download the cygwin-exe from a batchfile.
That way it never gets out of date and veewee doesn't need to track it.

My windows-fu is low, but if you can get me the command to download it, I can probably integrate it in the bat file.

cygwin-setup.exe should be downloaded when needed, we could do it in a hook so it's still on host in ruby
