Selenium will report the URL to use for BiDi connections based on its own hostname which is not reachable. Pass the SE_NODE_GRID_URL to the container with the address the local manchine can reach it on (which is the same as the normal webdriver host:port)

This was some WIP that I had worked on a month ago.
The HAR support in ChromeDevTools is actually deprecated in selenium, and there is no other replacement. BiDi support does seem to somewhat have some of the events that you can use to build a HAR yourself and so that was the root I took (taking some inspiration based on https://github.com/firefox-devtools/bidi-har-export (MPL licence)
it is not complete and do not currently have time to push this forward.
BiDi events do not allow to get the contents of pages so this would always be sub optimal.
