Fixes #26389

The .jenkins-search container had no user-select restriction, allowing the placeholder text to become selected on double-click in Chrome and Edge. This blocks input until the user manually deselects.

Testing done

  • Double-click around the search bar on Manage Jenkins page
  • Placeholder text no longer gets selected
  • Typing in the search bar still works as expected
  • Tested on Chrome and Edge
