fix: regenerate opam files to reflect version 0.13.0#35

dune-project was bumped to 0.13.0 but generated opam files still had 0.12.4. opam pin reads the opam file version, causing downstream constraint failures (masc-mcp requires >= 0.13.0). Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
