Migrate distribution V1 commands to cli-artifactory

migrated common functionalities from cli to plugins common to make use in cli-artifactory

• All tests passed. If this feature is not already covered by the tests, I added new tests.
• All static analysis checks passed.
• This pull request is on the dev branch.
• I used gofmt for formatting the code before submitting the pull request.

• Moved some cli utils from jfrog-cli to plugins common for migrating ds commands from cli to cli-artifactory since cli-artifactory cant depend on jfrog-cli
• These common utils can be used by other commands are migrated
