Added missing utf8-string dependency

The utf8-string package is required for Data.ByteString.UTF8 in ParseSyntaxFiles.hs:35. Without it the compilation fails on fresh installs.

highlighting-kate never included build-depends for ParseSyntaxFiles in the cabal file. ParseSyntaxFiles is entirely out of the cabal build process -- it's only used in development, since the generated files are shipped.
