support any node 18 lts

Recent changes to p-transform replaced the implementation that was causing problems at node >= v18.14.0.

Bump node to v18.16.0

Fixes #21380.

Since https://nodejs.org shows 18.16.0 as the LTS, shouldn't that be our minimum version?

Probably we should remove 16 too, the backport should be release soon: https://github.com/nodejs/release#release-schedule

node 16 won't have the traditional 18 months of lts maintenance support.
Let's drop node 16 support then.
