v8.5.1 upstream equivalent-ish

This is for the most part just v8.5.1-pre1 with added CI & packaging improvements. Now available for arm64 as well.

As mentioned elsewhere, the version numbering from here-on-out will track upstream SATOSA versions where possible. This still comes with the caveat that this project patches in a newer version of idpy-oidc to gain support for PKCE & ES256. When the upstream repositories get around to including them in a release, this project can migrate to a clean base and being purely an illustrative combination of existing releases & novel configs.

Version tagged to match upstream SATOSA version. Pre-release to shake out any final issues before updating the latest tag.
