Changed Queen's Birthday to King's Birthday from 2023 for NZ and AU.
I made this year-dependent so that it's still Queen's Birthday before 2023.
The day's still the same -- this is so it returns the correct holiday name for GetHolidaysOfYear etc.
Also added some unit tests for AU, largely copied and modified from NZ.
