Use Component Installer for web assets

This uses Component Installer to handle the web assets. Still a pretty young project, but you can see it concatenates the CSS together, and handles jQuery and all the JavaScript through require.js.

To update the Components, you can run composer dump-autoload.

Notes:

1. Had to update to a later version of timeago.js in order for the define use to work properly.
2. I believe there are lots of line changes because I ran a composer update and my IDEs use four spaces rather than tabs
