The non-recursor

This is a catch-up release with all incremental progress until IETF 123 in Madrid.

The major addition is the partial implementation of HSYNC support, including agent-to-agent discovery, agent-to-agent communication, implementation of the tdns-combiner, etc. Missing from the multi-provider prototype is agent-to-combiner communication and tools to test functionality.
